Attempts by the Kenya led Multinational Security Mission to quell the violence have so far failed. The international force arrived in Haiti in June to bolster the Haitian National Police but is underfunded and lacks the necessary equipment to take on the heavily armed gangs. Meanwhile, the Transitional Presidential Council (TPC) the body created to organize elections and re-establish order, appears to be in turmoil. The TPC replaced the interim prime minister last month and has made little progress. It remains to be seen if Caribbean leaders can salvage Haiti's transition and help get the country back on the road to organizing free and fair elections.
